Are plus sizes the same all over the world?

Well this is a tricky question. But the short answer is no. According to Google, the definition of plus size is “(of a woman or women’s clothing) of a larger size than normal; outsize.” From this, we can derive that no specific size constitutes being a plus size. It depends on what the average size is in the country that you are in (amongst other variables, such as age). So then dress sizes out of the norm are considered a plus size. So let’s say the average dress size in another country is equivalent to a UK size 10, this would mean in that same country, a UK size 12 would be considered a plus size.
